A New Model for Refugee and Host Community Economic Resilience in Uganda under REFNOW
Yet amid these challenges, a new initiative known as REFNOW (Refugee Focus Now) is seeking to redefine refugee response by shifting the focus from dependency to long-term economic empowerment.
Led within the broader TandaHub ecosystem, REFNOW is designed as an integrated economic resilience initiative targeting both refugees and host communities. Rather than treating humanitarian assistance and economic development as separate interventions, the initiative combines digital infrastructure, financing systems, productive asset access, and community-based participation into one coordinated framework.
At the center of REFNOW is the belief that refugees and host communities can become active contributors to local economies when given access to the right tools and opportunities. Through structured financing models supported by the CAT (Capital Access Transformation) Initiative, refugees are able to access livelihood tools such as sewing machines, solar systems, agricultural equipment, carpentry tools, and small enterprise assets through flexible repayment arrangements.
The initiative also leverages community-based organizations, SACCOs, and refugee-led associations to strengthen trust, accountability, and social cohesion. These local structures play a role in onboarding beneficiaries, supporting repayment systems, and helping communities collectively manage economic activities. This approach is expected to reduce tensions between refugees and host populations by ensuring that both groups benefit from shared economic opportunities.
Digital systems powered by Econoplat and TONDA further support the initiative by enabling identity verification, alternative credit scoring, marketplace access, and real-time monitoring of impact. Meanwhile, TRUSTLINK PIPELINE helps ensure that financed products entering refugee settlements and surrounding communities are genuine, affordable, and efficiently distributed.
REFNOW also integrates climate-smart and resilience-focused solutions including solar energy, irrigation systems, and small-scale enterprise tools that can strengthen household stability in vulnerable environments.
Development practitioners increasingly acknowledge that sustainable refugee response requires more than humanitarian aid alone. In this regard, REFNOW represents a growing shift toward refugee-centered economic systems that prioritize dignity, productivity, inclusion, and shared prosperity for both displaced persons and the communities that host them.
