The CAT (Capital Access Transformation) Initiative is a national financing ecosystem designed to expand access to productive assets for underserved populations in Uganda by addressing long-standing structural barriers such as lack of collateral, limited credit history, and high borrowing costs. Through innovative models like PAYGO and asset-based financing, CAT enables households and SMEs to acquire income-generating tools ranging from agricultural equipment to business machinery, without prohibitive upfront costs. It is anchored in community-based guarantee systems through SACCOs, VSLAs, and CBOs, which enhance trust, accountability, and repayment performance. By leveraging the AI-driven alternative credit scoring system TONDA, CAT evaluates real economic behavior rather than relying solely on traditional financial metrics, thereby expanding access to credit for those historically excluded from formal financial systems.
